Community Right to Bid

The Community Right to Bid gives local communities the ability to nominate assets to be registered as an asset of community value. Once registered if the owner decides to sell the asset it provided time for the local community to bid to buy it.

We maintain a register of all nominations to register an asset of community value in West Lindsey. Our register is updated when any nominations are received or notice of intention to sell is made.

What is an asset of community value?

An asset of community value could be a building or piece of land that is currently or within the recent past been used for wider community benefit. It should further the social well-being or cultural, recreational or sporting interests of the local community.

We define recent use as being used within the last 5 years to further the above interests.

Who can nominate an asset of community value?

The following organisations can make a nomination:

  • Charities
  • Community groups*
  • Parish and Town Councils
  • Local Neighbourhood Forums
  • Company limited by guarantee
  • Community Interest Companies
  • Industrial and provident societies

*Community groups must have 21 members who are registered to vote in the West Lindsey District Council area and also have a connection to the asset being nominated.

How do I nominate an asset of community value?

Before starting a nomination please take time to read our Community Right to Bid - Guidance Notes. They provide detailed information about the Community Right to Bid process.

After reading the Guidance Notes to nominate an asset of community value you must complete our Community Right to Bid - Nomination Form. The form contains useful tips on what information to provide.

Along with your nomination form you should also submit:

  • Maps of plans of the asset clearly showing its location and boundaries
  • Evidence of community use (for example adverts, photographs, website details)
  • Copy of your organisations constitution or similar governing document (not required for Town or Parish Councils)
  • Names and home addresses of 21 supporting members/residents registered to vote in the nomination area (only required for community groups)
