Contract Regulations

Introduction

The way we purchase our goods is controlled by both European Regulations and our own Contract Procedure Rules which can be read in full by following the link below.

The way we advertise and carry out the procurement exercise varies based on the estimated cost of the total contract value.

Contracts under £5,000

Service Managers must obtain one verbal quotation.

Contracts from £5,001 to £10,000

Service Managers must obtain a minimum of two written quotations.

Contracts from £10,001 to £25,000

Service Managers must obtain a minimum of three written quotations.

Contracts from £25,001 to £75,000

Service Managers must obtain a minimum of three written quotations. Quotations must include a specification and simplified terms and conditions. It is recommended that contracts over £25,001 are advertised on various websites ie:  Source Lincolnshire.

Contracts from £75,001 to the EU threshold (currently £156, 442 for goods and services and £3,927,260 for works)

At this level tenders are required. All tenders must be advertised.

Contracts above the EU threshold (currently £156, 442 for goods and services and £3,927,260 for works)

At this level full tenders are required.  Specific European Directive timescales apply. All tenders must be advertised in the Official Journal of the European Union.
