The placement and control of builders skips within the public highway is regulated by the Highway’s Act 1980 (section 139 and 140) and the Road Traffic Regulation Act 1984 (section 65).

All skips placed within the highway must be authorised by Lincolnshire Council Council divisional highways office and a licence issued to the skip hire company. The divisional office will consider the implications of the provision of a skip at the requested location to ensure that it is not a danger to the highway user, cause unnecessary obstruction to the free flow of traffic (vehicular and pedestrian) or conflict with other planned works or events.
