Details of the Local Discretionary Rate Relief Scheme

Supporting Small Business Relief Scheme

This relief is made available to those ratepayers who face large increases as a result of the loss of small business rate relief or rural relief due to the revaluation.

To support these ratepayers, the scheme will ensure that the increase per year in the bills of these ratepayers is limited to the greater of:-

  • A percentage increase p.a. of 5%, 7.5%, 10%, 15% and 15% from 2017/18 to 2012/13; all plus inflation. Unlike the transitional relief scheme, for the first year of the scheme, the percentage increase is taken against the bill for 31 March 2017 after small business rate relief or rural rate relief; or
  • A cash value of £600 per year (£50.00 per month). The cash minimum increase ensures that those ratepayers paying nothing or very small amounts in 2016/17 after small business rate relief are brought in to paying something.

Until the software can be provided to amend these accounts, the instalment plans on the accounts eligible for this relief have been amended to ensure that the ratepayer does not overpay his account due to this delay.

There is no requirement to apply for this relief as these customers have been identified and new accounts issued to you. However if you have not received an amended bill and your account has increased due to a loss of small business rate relief due to the revaluation, please contact us on 01522 873342. (Please note that if you have lost small business rate relief for any other reason, these accounts do not qualify for this scheme)

Support for Pubs Scheme

This relief is for Public Houses that have a rateable value of less than £100,000. This scheme provides £1000 discount on their bill for 2017/18.

The forms for this scheme have been issued to ratepayers at the beginning of July and when these are received by the Council, the rate relief is applied to the account.

This relief has now been extended for 1 more year with up to £1000 discount on rates bill for 2018/19. Accounts already in receipt of this relief will automatically have this relief awarded to the accounts for 2018/19.
