Introduction

The way we purchase our goods is controlled by both European Regulations and our own Contract Procedure Rules which can be read in full by following the link below.

The way we advertise and carry out the procurement exercise varies based on the estimated cost of the total contract value.

Contracts under £5,000

One written estimate/quotation (email included).

Contracts from £5,001 to £25,000

Service Managers must obtain a minimum of two written quotations via electronic tendering portal.

Contracts from £25,001 to £75,000

Service Managers must obtain a minimum of three independent written quotations via electronic tendering portal.

Contracts from £75,001 to the EU threshold (currently £213,477 for goods and services and £5,336,937 for works)

Service Managers must obtain a minimum of four independent written quotations via electronic tendering portal. Quotations must include a specification specific terms and conditions. Contracts over £75,001 are only advertised when it is considered appropriate for the needs of West Lindsey District Council.

Contracts above the EU threshold (currently £213,477 for goods and services and £5,336,937 for works)

At this level full tenders are required. Specific European Directive timescales apply. All tenders must be advertised in the Official Journal of the European Union.
