West Lindsey District Council undertook a six week public consultation on the draft Gainsborough Town Centre Conservation Area Appraisal and Management Plan, which started on Monday 8 July 2019.
National legislation defines a conservation area as an area of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance. A conservation area appraisal is an objective analysis of the elements which together define the area’s special architectural or historic interest. A management plan sets out how this special character can be protected and enhanced.
Being located within a conservation area affects the development potential of properties and sites as there is a statutory and policy requirement to ensure special character is protected.
The current Gainsborough Town Centre Conservation Area Appraisal was produced in 1992 and during the subsequent 27 years the town centre has undergone significant physical and economic change. The council is obliged to update its conservation area appraisals from time to time to reflect such change.
The conservation area has been subject to a comprehensive review based upon archival research and survey work and this has informed the draft appraisal which the council consulted on.
Other than the updating of the appraisal to reflect the town as it is today, it also contained four proposed boundary changes to the conservation area.
The council welcomed the views of property owners, user groups, occupiers, the wider community and any other interested parties on the content of the draft Gainsborough Town Centre Conservation Area Appraisal Gainsborough and on the proposed boundary changes.
